UK children’s programming is facing a crisis as funding from broadcasters comes under threat. Pact has been one of the lead voices in the campaign to sustain and strengthen the range and quality of new programming for young audiences in this key public service genre. Mike Watts, co-founder of Novel Entertainment, is the elected member of Pact council who oversees children's and animation policy.
Lobbying
We have been hugely active on the issue of funding for children's television in Parliament and at Government level, organising letter writing campaigns, petitions and debates, as well as meeting with MPs and Ministers and giving evidence to the Culture Select Committee.
Ofcom
We have submitted three detailed papers on the crisis to Ofcom, and welcome the regulators conclusion that there is a clear threat to public service broadcasting for children. Our most recent submission to Ofcom called for urgent intervention in the form of a tax credit and/or Channel 4 returning to children's commissions, and we welcome Channel 4's recent pledge to do so. Media
The children's crisis has generated national headlines and Pact has taken a lead role in informing and creating interest amongst journalists, mostly recent with our Badass Wombles viral film.
Research
Pact was one of the first bodies to highlight the crisis, based on the findings of our research that showed the decline in broadcaster funding for children's programming, both past and projected.
