Emily Oyama

Director of Policy

Emily oversees Pact’s overall policy position on broadcasting with regular engagement with the UK Government, Parliament and Ofcom.

She also oversees and plans Pact’s public affairs work to help build and maintain relationships across Whitehall and Westminster.

Emily was promoted to the role of Director of Policy in October 2023 having served for seven years as Pact’s Head of Policy since June 2016.

She has over 15 years’ experience of working within the UK and Scottish Government and worked in various roles within the UK Government including the Department for Culture Media and Sport, Cabinet Office, Foreign and Commonwealth Office, and the Ministry of Justice. Prior to joining Pact, Emily spent two years as the Head of Partnerships in the DCMS and Cabinet Office and was responsible for growing and managing key relationships to implement the UK Digital Engagement Council.

She has an MA in Politics from Edinburgh University.
