Remaining Part of the European
Works Convention

Overview

The EU promotes rules on European works for TV and on video on demand platforms through the quota provisions of the Audiovisual Media Services Directive (Articles 13, 16 and 17 AVMSD).  

These rules mean that various content obligations need to be met by broadcasters and on-demand platforms such as Netflix and Disney+ to ensure European content is within their catalogue: 

  • Television broadcasters must ensure that 10% of their budget; and  

  • on-demand services must ensure 30% of their catalogue contains such European works; 

UK content qualifies as a European Work because it is a signatory to the European Convention on Transfrontier Television Convention.

Our Campaign
Work to Date

Pact has long campaigned within Europe to ensure the UK remains part of the European Convention on Transfrontier Television so that producers continue to benefit from these quotas. This has particularly been necessary after the UK exited the EU in 2016.

We continue to have discussions on this issue with the UK Government to ensure relations with Europe remain conducive towards remaining part of this Council of Europe convention.
