In 2023, Alma Economics was commissioned by Pact to analyse the extent to which market failures affecting UK independent films are larger than the market failures affecting other UK-based screen activity.

The main aim of this report is to examine and clarify some of the arguments being made about perceived issues within the UK TV programme supply market and to set out where the reality of market impact does not support the ‘myths’ gaining traction in policy discussions.
